Down. Any time manged care or the goverment regulates a business the competition of the free market is removed. The goverment would set the fee for a particular procedure and the doctor would either agree to accept this lower fee or opt out and not be a provider. Since so many patients would be covered the doctor may want to sign up and accept the reduced fee. Therefore, the doctors wages would fall.
