Yes, you can generally still move in the presense of a stress fracture. Generally speaking, signs of a stress fracture include pain that radiates up the extremity, hurts even when at rest and has generally been progressive with some type of repetive activity. This is in contrast to tendonistis/tendonosis which is generally only painful when you perform movements of the affected tendon, does not radiate and can be acture or chronic in nature.

Most of this applies primarily to lower extremity stress fractures, but similar rules can apply to the upper extremity.
