There's an area on the bottom of my foot that itches and no i dont have athletes foot, why is this occuring?

It sounds like something my husband has on the bottom of his foot. It doesn't look red or irritated, and he's had athelete's foot before, and says that's not what it is. He says it just itches. Anyway, he has been putting Desenex on it every night before bed for about a month now, and puts socks on over that. He says it has been working and he loves it.
