ok,her ankles get swollen during the summer. Mainly centered around her ankles and the tops of her feet. Last night, I was going to rub them but when i pressed the top of her foot it left this dent which SLOWLY filled up.I always thought it was just bad circulation (last summer) but she rides her bike and walks around all the time.It seems like her feet are sort of filled with liquid but its not terribly swollen....whatever....any advice! ?

This sounds like edema and the dent you saw sounds like what is called pitting edema. How old is the person you are writing about? Is this person pregnant?
It can be a sign of poor circulation as you say, fluid overload, increased salt intake, inflammation from trauma possibly - is it only one leg?... as you can see there are alot of possibilities. Have your friend see her doctor to check it out.
