If someone has an amputation from the shoulder down is there any way that they could get a prostetic arm?

One of my friends was in a waterskiing accident and the could not save his arm and he is really devestated because he was very athletic and such and alot of people were wondering if there was any way he could get a replacment.Please help us!..

if the joint is left then they should be able to make a useful prosthetic.
