They're quite safe. There's not actual rule on how many you can or can't take. If you are taking a lot, over and over, it can cause tissue damage over time, but it's nothing to be too concerned about unless you start getting paints, muscle problems, etc.
Shooting small amounts isn't a bad thing.
If it's not helping, then you should stop injecting yourself with cortisone; otherwise you'll be giving your body sutff it doesn't need, as well as damanging tissue if over-abused.
