Answers:

It seems having tight achilles tendons would do that to you. The tendons are good at tightening up when pain has been around them. That makes your whole muscle shorter than it should be and would be pain into your foot, or on the heel at least if you were to go flat footed on the floor because the give isn't in the muscle any longer. Freeing up your achilles tendon should give it some length back into your leg to get rid of the problem and here's how to do that:
Achilles tendon:
While sitting and your leg on your lap, take both thumbs and place them side by side at about ankle height on the tendon on the back of your leg and apply pressure hard and hold. After 30 seconds slowly raise your toes up as far as you can, release the pressure but hold your foot there for another 30 seconds.
For best results relax your body first by taking a deep breath and exhaling then remain this relaxed.

My friend's daughter did this and she was about 7 years old. I don't remember what had caused it, but I think the doctor made her wear very limiting shoes/boots that kept her feet flat. Try looking up, shortened tendons. You might see a foot specialist or orthepedic.
