Smoke is made of tiny particles of whatever is burning. Your eyes have the tear reflex built in to try to wash out the irritants...whether it is smoke, hairspray, even allergens in the air.

In short, the burning we feel is the eyes' trigger for the tear reflex to try to clean out the eye of the elements inside the smoke.
