Answers:

Actually, they are illegal in the US. They used to be sold in convenience stores under a loophole. Then the FDA reclassified even "cosmetic" lenses as medical devices and made it illegal to sell even cosmetic lenses with planar strength (diopter of 0.00) without a prescription from a licensed eye-care provider.

The problem is that they are often poorly made, more likely to draw bacteria, they are not fitted to different sized eyes, and there are no disinfection nor care instructions are given. In addition, people tend to get regular exams with prescription lenses in order to see if the lenses are causing any problems (irritation, protein buildups, warped corneas, improper fit, etc). With the convenience store cosmetic lenses, they are usually available only in medium vault size, and the people who wear them often do not clean them properly nor make regular visits to an eye doctor.

If you still want them, you will probably have to import them. There are probably places in Mexico and elsewhere where you can get them, but I wouldn't take the risk.
