How your eye reacts depends upon which type of alcohol you instill in your eye.
Any liquid placed into your eye would be absorbed, to varying degrees, by the tissues and make its way to the blood stream as it passes through the conjunctivae. However, some liquids will cause a significant toxic response on their way.
Put rubbing alcohol (isopropyl) in your eye and say, OUCH!, as your corneal epithelium sloughs off. Worst form of corneal abrasion you'll ever experience.
Put a drop of Jim Beam or Bud in your eye, and it will still sting, but don't expect a buzz.
Hope you really weren't considering main-lining EtOH this way.
