No, I don't think there is any evidence that carrots can change the colour of your eyes. Excess consumption of carrots can lead to a disorder called carotenodermia (or hypercarotenemia). It's a yellowish/orange discoloration of the skin, usually the palms of the hands and soles of the feet as a result of high levels of carotene in the body, which can come from eating excessive amounts of carrots.
The carotene in carrots can be converted into vitamin A which is a useful vitamin in relation to eye sight, but I don't think it can change your eye colour.
