Answers:
you cannot make your eyes themselves larger.
you can make them appear larger by wearing "plus" lenses, but that would have effects on your vision (blurry far away if you dont normally need to wear glasses).
if you are talking about PUPIL SIZE, then thats different. there are multiple drugs, both oral and topical which have the effect of "dilating" your pupil. none of them are easy to obtain w/o a prescription, and some of them are diagnostic-only (like tropicamide, for instance) which would mean that you cannot have it at all w/o having a medical degree...you cant get a "prescription" for tropicamide...

oh yes...sorry...forgot to talk about the blinking. the most common causes for excessive blinking are DRYNESS (try an over-the-counter artificial tear like "systane" or "optive") and ocular allergy (try an over the counter topical antihistamine like "alaway" or "zaditor")
