Answers:

Visual acuity of 20/200 or 6/60 can be considered legally blind if a person’s vision cannot be corrected to any higher then that.
Usually vision worse then 20/200 or 20/400 will require a person to walk towards a chart until they can see the first letter.
The distance when they can see the first letter then becomes the numerator. For example if they walk up 10 ft when the first letter becomes clear then their visual acuity would be recorded as “10/400”.
If a patient can not read the top letter on the eye chart from 3ft, then the visual acuity would have to be measured by the patient counting fingers starting at 3ft and moving them a foot closer until they can count the fingers. So basically when visual acuity is typically worse then 20/200 it usually cannot be recorded in the same manner.
Someone who can count fingers at 1ft would have the visual acuity CF 1’ which can be figured out to be about 20/8000. Vision any worse then that would be just perceiving hand motion or even light if they have any vision at all.

So to sum it up for you : No...a person with visual acuity any worse then 20/8000 would result in a person being able to only seeing hand motion or light!!! 20/28000 is impossible!
