well, they make "plano" or "powerless" contacts than can be worn by people who dont need vision correction, yes.
but in the U.S. you still need a "prescription" for them even if you dont need glasses or contacts to see well. part of the "prescription" is designating a size and shape, and evaluating what sizes fit on your eye and what does not fit...
so if you're asking if you can get colored contacts w/o an eye exam, in the U.S. the answer is "no". you still have to go thru the same process as anyone else who wears contacts.
