Is it safe to start wearing contact lenses at the age of 15? Also, if I am a very irresponsible person, will I be able to handle new lenses?

For many people, yes. Your optometrist or ophthalmologist can answer based on your eyes. If you're irresponsible, forget it. You have to be responsible and take good care of your eyes and lenses. Not doing so could result in an infection that could permanently damage your eyes.
