Something about my peewee ( boy ) i really need some answers?

OK i went swimming and for 1 hour in a beach when i came home and took a shower i saw this red bumpy line on my peewee hafe way all around what is this nshould i get it check out? and it really hurts

Even though you will be embarrassed yes You should go get it checked out Asap.You might have an infection or an alergic reaction to something.Please don't wait.
