The answer is: it depends on his intention. Blinking is a reflex and winking is intentional.

I would say it depends on his intention.....most blinks are an involuntary reflex whereas winking, in most cases, is intentional and typically more forceful than your average blink.....Good question, BTW, and quite comical!
