I dont think it's dust it's sparks of light its like my eyes are sensitive to the light... kinda of the same sparks that appear when you light headed. I stay inside all day because i'm a vampire. :D

It could be photophobia. It just means you're extra sensitive to light but it'd probably be a good idea to talk to a doctor about it.
I have it and basically I just need a bit more time to adjust when the lighting changes. When you go outside take your time and give your eyes some time to adjust. Wearing sunglasses will help a lot so it might be a good idea to invest in a good pair with all the right eye protections.
