If you are referring to the white part of the eye turning yellow, yes, but it's usually jaundice, a symptom of liver failure. Unless they've seen a good GP and it's been labelled as 'normal', I'd get them to see a doctor.
If it's a recent development, get them to hospital, pronto. They'll thank you later if you saved them from death by liver failure.
As for yellow irises, yes, it is conceivably possible. Look at the amber eyes on the wikipedia page and you can see they're darn close, and under the right lighting, could be called yellow.
