Answers:
As everyone else has said.... No you can not tell if someone has astigmatism by looking at them :) Astigmatism is due to a misshapen cornea or crystalline lens.... this causes the light to focus at different parts of your retina and in turn causing blurry vision. This takes an ocular examination to determine :)
And to answer the second part of your question...no not everyone with astigmatism needs glasses or contact lenses. If your astigmatism is very mild you may not need any correction. I have a mild astigmatism myself (like half a diopter) and I never wear my glasses... I can legally drive without them and to me it doesn't make much of a difference.
