Answers:

You've got to realize that diabetes is one of the major causes of blindness in the world, glaucoma is another. Is it possible that your father has blood vessels leaking in the eye? If so, one of the methods is to laser the blood vessels to seal them. Unfortunately, I have seen patients go multiple times for this type of surgery.

Hopefully, your father has got his blood sugar under control. And yes, it is possible to have all 3 procedures done.
