From your question, I'm thinking you're experiencing hypertropia, which is one eye deviating in an upward direction.
You should see an strabismus specialist, neuro-ophthalmologist or at the very least an ophthalmologist.
India is teeming with ophthalmologists, seeing one should not be a problem.
