By your description, I think you might have what is called Angular Blepharitis. It is an infectious-inflammatory condition of the corners of our eye (where the upper and lower lid meet). It is commonly cause by a moraxella infection.
This is easily treated with an appropriate topical antibiotic preparation. However, you should see an ophthalmologist first so you can be examined and treated accordingly.
