The eye can actually be thought of as an extension of the brain. Light is focused by the cornea and lens to form an upside-down image on the back of the eye, called the retina. The retina has cells that are called rods and cones that are sensitive to light, and they transmit their information along the optic nerve to the brain.
The eyes are therefore an image-forming organ. The actual "seeing" takes place in the brain.
