Getting enough vitamin A or pre-vitamin A in the form of beta carotene will help you from developing night blindness, but getting more, won't necessarily improve your vision in the dark. In fact pure vitamin A in excess is toxic.

Most training to help you "improve" your night vision is to actually help you to identify what you're already able to see, but just not recognize.

Your pupils will dilate pretty much instantly once you go into a dark room, however, waiting a few minutes or closing your eyes will help because the photoreceptors in your retina actually get "bleached" if they are in a bright environment and take a little time to restore themselves in the dark.

Make sure that any refractive error (nearsightedness, farsightedness, astigmatism) is corrected (glasses or contacts). These errors cause light not to be focused directly on your macula (center of your retina).

The fact that your pupils dilate when you go in the dark helps more light get into your eyes to help you see. Some people, however, dilate too much and this actually causes aberrations, which result in a decrement in their ability to see in the dark.
