Yes, if there is no useful binocular vision.
About one person in 30 has no chance of seeing the 3d images, bacause they are effectively one-eyed.
This also applies to viewmaster slides and 3D movies where you have to wear tinted or polarized glasses.
But not all people with lazy eyes are completely devoid of binocular vision, so some can "get" 3D movies, though they would still find the fine-grain stereopsis of the random dot stereograms difficult.
A fair number of people *with* binocular vision find the magic eye pictures tricky or impossible, because they can't sufficiently unlock their convergence from their accommodation. It's actually of some small benefit, acquiring that skill.
I think there is a technique to being able to see what's in those pictures but I haven't figured it out. I can't see them either and I don't have a lazy eye.
