yes, you get the plano contacts which is (-0.00) for both your eyes. however, wearing them can affect your eye sight, so after wearing them, check your eyes if your eye sight got worse.

By Law, you still have to see an eye Doctor- they will properly fit you for NON Rx contacts.
Yes you can get contact lenses without a perscription, they are called plano lenses. You definatly still need to see a doctor so they can be fitted properly and someone can go over care and cleaning, just because there is no perscription doesnt mean you cant get an infection
