Yes. There is a phase of sleep called REM or Rapid Eye Movement. In this phase of sleep a person will be in a deep sleep and usually dreaming occurs at this time. During this time the eyes will dart around real fast, back and forth, up and down, while this stage of sleep is occuring. Hope I've helped.

REM sleep is rapid eye movement. You spend most of your sleep in that stage and that is where you dream. It shows that your brain waves move the same as if you were awake. But yes this is where most people twitch, eyes move, sleep talking, dreams, and nightmares happen in REM sleep which is stage one. Sleep walking is stage four of sleep and that is where night terrors happen. But REM sleep your eyes move.
