How does a flash like this effect the eye?

Bright lights can damage the retina of the eye but fortunately a camera flash is so brief that there is nothing more than a dark spot in your vision which fades away in a few seconds or minutes. A few close flashes are ok. I would not recommend 100 flashes in a row right in your eye.
What is important is the amount of energy being focused on the retina and the length of time it is there. Most of the light energy is turned to heat and that is what can damage the retina. The brighter the light, the more energy it emits so the length of time your eye can be exposed to that light is shorter than for a dimmer light. I'm assuming white light. Ultraviolet and infra-red light add complications of their own.

Ive been wondering that for a while too, cause ive always been really sensitvie to the camera flashes, sometimes the flash stayed in my eye for minutes after the photo and it was clouding up my vision in one of my eyes, so i would say its not good.
