The Social Services system is very good for helping out with that. Even just as a one time helping hand.
If you are already on Social service aid...they will cover it.
If for some reason you can't go that route, then the Lion's Clubs are very active in the area of vision care.

If the person is a resident of Canada, basically if she/he has a PR status, then they do not have to pay for the eye check-up or for any kind of illness (am talking about the consultation fee).
Lala, the governtment of canada helps a lot to the poor and the needy....In this case, I do not know whether she/he getting any help from the Govt?!
And also just to let you know that there are LOTS of charitable institutions who are helping the poor financially and physically. One of them is unitedway. Please ask that person to visit or approach them directly, may be they will be able to help him/her out.
