The Lion's Club usually is the place to go if you are really in need. They usually provide free exams and glasses to school age children and third world countries, though. If you're not in one of these categories you may be out of luck. If you have pretty decent credit, you might want to apply for care credit and just make affordable monthly payments. I would NOT recommend committing insurance fraud like your first answerer suggested. It's against the law.
this not the best way but if u can find some body with eye problems like you that have insurance get them to lie and say they broke theirs.i did it for my cousin!

ask your local lions club they may have this ability also check with social services to if you have any state programs or other charities in your area that offer free exam and glasses
Go to one of the big chain eyeglass stores. Ask them if they know of the program that collects old eyeglasses. I think they recycle them. I've seen the bins in Lenscrafters.
If you are a certain religion or ethnic group, sometimes organizations cater to their own group. They may provide $ for it.
