It's your tears drying in the cold. Then when it is dry your eye stings and triggers watery tears to be produced to counteract the dryness.

You should see your optician and get them to check your eyes. You may have an oil deficiency.

Your tears are made up of water to line the eye and then an oil layer to stop the watery component evaporating. You have oil glands all along the eyelid margin where it touches your eye. If you put eyeliner on this margin you will be blocking the oil glands. So one thing you should do is not put eyeliner on this part of the eye. It should only be put underneath the lower eyelashes.
You can also try hot compresses (a flannel or cotton wool dipped in hot water), place this over closed eyelids for a few minutes morning and night for a few days. If it works, it will melt the oils in your glands and allow it to flow into your eye, this will make your vision all blurry.

i dont think theres anything you could do exept maybe wait for it to stop taring and then put on your makeup?

You may also have a blocked or narrow tear duct. The ducts that drain the tears away can get closed off, sometimes a little bit, sometimes all the way. If the tearing doesn't get better with the warm compresses and artificial tears that someone else suggested, go see an oculoplastic specialist. They can do a simple test to see if the duct is clogged.
