During the exam, some Doctor's use dilating drops. This takes away accomodation and gives you a more true exam, and allows the Doctor to look into the back of the eye. Some offices do offer other drops to reverse the dilation if that is what you are referring to.

It's usually do it to dialate your eyes. They check something special when they do this, and shouldn't do it at every visit. You should wear sunglasses when outside or in a bright room for a few hours after this, as it could give you a headache or make your eyes hurt for awhile if you strain them. It should have no lasting effects, however.
