Why is one called "legally blind"?!

When you are "legally blind" it means that your best possible visual acuity is 20/200 or worse. You file necessary paper work and you get certain tax breaks and discounts...like free directory assistance...if your blind you cant really use a phone book kind of thing...

they can only see blurry it is just a term

There are degrees of blindness or inability to see. Not everyone who is 'blind' is TOTALLY blind, never saw, can't see, or lost it all due to some accident or stroke or brain injury or gun thing or ....

So there are legal definitions, that if your vision in your 'best' eye is no better than a certain level, you are 'legally' blind. Can't drive. Can't do lots of things. But there are other parameters such as ability to see to the sides, or a limited visual field which, even with perfect central vision, can cause you to be 'legally' blind.

Good vision, is better than the 'benefits' the legal system gives you if you are diagnosed as being legally blind.
