My eye itches on the outer section, where the upper and lower lid meet..?!

It's called angular blepharitis. Wash the eyes morning and night with a warm washcloth, then use a cold compress for several minutes. At my office we rec. freezing a few wet washcloths, taking them out when you need them. Don't put any other products near your eyes until this clears, don't clean the eyes with anything other than water.
If this doesn't help, see your eye Dr. for antihistmines or topical steroid cream.
An irritant or allergy. Ask your pharmacist for assistance picking out, perhaps, an antihistamine preparation.
You should check your eyelids for your eyelashes or parts of a towel or clothing and make sure you wash your hands.
If that doesn't work befored you put in your contacts, get someone to blow softly into your eye.
