From wikipedia (I had to research this same information for my son recently when he was diagnosed as having 20/400 vision):

A visual acuity of 20/20 is frequently described as meaning that a person can see detail from 20 feet away the same as a person with normal eyesight would see from 20 feet. If a person has a visual acuity of 20/40, he is said to see detail from 20 feet away the same as a person with normal eyesight would see it from 40 feet away.

Many humans have one eye that has superior visual acuity over the other. If a person cannot achieve a visual acuity of 20/200 or above in the better eye, even with the best possible glasses, then that person is considered legally blind in the United States. A person with a visual field narrower than 20 degrees also meets the definition of legally blind.

in order to be legally blind, it has to be 20/200 after your corrected vision, so they will mesure your vision with your glasses on. If that was the case, many people who could see with glasses would be considered blind

hmm...im not sure about your first question, but i think i can help with the second one :). legal blindess basically means your vision is 20/200 or worse in the better eye WITH correction. or it can mean your visual field (how well your peripheral vision is) is 20 degrees diameter or less in the better eye. hope this helps some!
