Yes, you can get colored contacts even if you don't need vision correction. All brands of colored contacts offer them with and without vision power. The ones without vision correction are 0.00, or plano.
You will need a prescription though. Contacts are considered medical devices, regardless of whether they do or don't offer vision correction. I wear the Freshlook Dimensions, and I don't need any vision correction; I'm still 20/20 currently. I do have a scrip for my contacts though. Contacts can really damage your eyes if they aren't fitted properly by an eye doctor.
To get a scrip, just go to your eye doctor for an exam and contact fitting. After he/she has done that, you will get to try out as many colors as you like, and get at least one trial pair to take home. You will also get a copy of your scrip, so that you can order from anywhere online or at an eye doctor's office.

You can get them with no RX, but you still need to have an eye-exam.This is called a "Plano" lens. The doctor needs to do what is called a K-Reading. This is to determine the size and shape of your eye. Otherwise you can not legally get them in the US.
You can seriously damage your eye if the Plano contacts are the wrong size.
