Question: my eyes are green with blue rings around the pupil and the outer edge, would you consider then blue green or wat? yes its a "you should know question" just asking tho

Eye colour labels are not very exact. Hazel is often used to describe eyes having a blue, green, or brown background with dots, patches, rings or lines of another colour.

You can call your eyes green, blue green, aqua or hazel, which ever term you prefer.
