Quick Answer: Yes and Yes!.
I'm assuming that you are using the term "lazy eye" to mean an eye that turns away from the direction that the other eye is pointing!. This can be a turn that is in, out, up or down!.

Typically a turned eye exists in somebody with some predisposing factor that makes it difficult for a person to keep the eyes aligned!. Even though there is no identified gene, we often see turned eyes in family members and often at birth!.

There are also people whose turned eye doesn't appear until later in life!. They have a very strong tendency for the eye to turn but have been able to compensate for this tendency until later in life!.

There are other, more serious causes for a sudden onset of a turned eye resulting from injury or acute disease!. These need immediate evaluation!.Www@Answer-Health@Com

It's caused by misaligned eyes!. My sister was born with crossed eyes and it caused her to literally lose the sight in one eye even though the condition was detected when she was about seven years old!. Attempts to improve her vision through patching and glasses didn't help and the one alternative suggested to fix her crossed eyes would have left her wall-eyed!.Www@Answer-Health@Com

I crossed one of my eyes all of the time (because I was so excited when I found out that I could just cross one eye instead of both) and everyone told me to stop doing it because it would stay that way, and now, my eye randomly drifts a tiny bit on its own!. You can really tell when I take pictures!. So, now I've stopped doing that so it doesn't get any worse!.Www@Answer-Health@Com

I was born with one!.Www@Answer-Health@Com
