You're not going to find a general practicing eye surgeon who will discount their fees simply because of the liability risks they will accept by doing your procedure!. They must be compensated for their time, education, and exposure to the risk of litigation!.
Some communities have free clinics that are staffed by surgeons who donate their services under malpractice insurance provided by nonprofit organizations!. Call you local DHS department and ask if your community has a free clinic!.Www@Answer-Health@Com
