Question: Does he have bad Myopia!?
he says his myopia is 8 in the left eye and 9 in the right eye!.

Yes that is very significantly myopic!. Just think the norm is 0 and he is -8 and -9!. He should have his eyes dilated yearly t o check for possible retina issues!.Www@Answer-Health@Com
That is getting into severe myopia!.!.!.but he is NOT legally blind!.Www@Answer-Health@Com
