You can buy them from a lot of novelty stores, etc these days!. BUT - unless you have a friend that wears them that can teach you how to put them in and out, don't try to do it on your own!.
Go to an optometrist and tell them you want coloured contacts with no prescription - and as part of the price of the contacts they will give you a lesson on how to put them in and out, and how to care for them!.
