first of all you can't define blindness with a number!. if you can't see anything and are completely blind no numbers are used!.
secondly 20/200 that can't be improved with glasses or contacts is considered "legally blind" which doesn't mean blind it means the person is visually impaired meaning they have poor vision!.
so 20/400 is consideed legally blind if glasses or contacts don't help you but if glasses or contacts give you good vision then you aren't considered legally blaind!.
me i'm legally blind!.
i am blind in one eye and the vision in my other eye is 20/800 and glasses don't help!.
this doesn't mean i can't see anything this means that what other people can see from 800 feet away i need to be 20 feet away to see clearly!.

My vision is 20/400!. I thought I was the only one with vision that bad!. With glasses my vision is 20/40!. I don't think it is considered blind because I only have the corrective lenses needed restriction on my license!. I think it is just really bad vision!. I am only 24 and have such bad vision!.Www@Answer-Health@Com
My uncle is an optomotrist/eye doctor, however you spell it!. I asked him and he said that you cannot legally drive with eyes that bad, so i am going with a yes!.Www@Answer-Health@Com
