In the US, you have to get a eye exam and prescription for contacts, even for the ones which just change eye color or provide novelty effects and have no corrective power!. This is because, even though the lens has no power, they still need to know the base curve and diameter so they can properly fit you!. They will also check to see that your eyes are in good health and suitable for contacts and show you how to put in/remove, etc!.
