Can an ophthalmologist diagnose learning disabilities?!

Question: Can an ophthalmologist diagnose learning disabilities?
I am a 20 year old college student. I think I may have Convergence Insufficiency (CI). Can this be considered a learning disability? If so, can my ophthalmologist diagnose me, or do I have to go see someone who specializes in learning disabilities?

It's a vision problem, not a learning disability any more than being farsighted is a learning disability. The opthalmologist is the right person to see for a diagnosis, and there are treatments.
