Not a doctor, but... here's my take:
Could be orbital cellulitis or preseptal cellulitis. Orbital cellulitis involves restricted/painful eye movements, decrease in visual acuity, proptosis/exophthalmos (eye pops out a little bit). Preseptal cellulitis will have normal eye movements and no decrease in visual acuity. Both of the aforementioned conditions need to be treated with antibiotics; orbital is worse than preseptal. Go to an optometrist as soon as possible and find out.
Not a doctor but do this, don't wear contact lenses for a while nor make-up. Wash your eyes with baby johnson shampoo or another baby shampoo throughly and rinse with abundant COLD water. Do this for some days. I still recommend you see a doctor. It might be infected.
Anything like that and you should go to the doctor immediatly.
If the eye makeup or contacts are new i would reccomend using a different one.
Oh my! Well wearing eye makeup with contacts can make youre eye lids swollen.
Try putting eye drops on to clean youre eyes and to keep the swelling down.
