A locally administered drug such as an ophthalmic solution which causes vasoconstriction will not be absorb systemically, and/or absorption is considered negligible because of decreased cellular permeability meaning the active ingredient of the drug will not enter the bloodstream for systemic distribution.

In the conjunctiva... yes...

However, 30% of the drug will flow unabsorbed down the lacrimal duct, and into your sinuses... which is full of blood vessles... and here the drug as enough total surface area to enter your systemic circulation.
