No. I would love to have green eyes also mine are brown, but there is no safe way to do it and do not try bleach or try to do something by yourself, consult an optician.
Nope. I saw a programme along the lines of 'cosmetic surgery gone wrong', there was a girl who went abroad to have her eye colour changed (because that was the only country that did it). The operation consisted of her having her eye sliced open with no anesthetic and a contact lense thing shoved under a layer of her eye. She got no medication and was sent home, her eye got infected and she went to a real hospital wherevthey sorted her out. She's now got a permanently damaged eye.
