They don't have the technology to transplant a whole eye. Corneas can be transplanted. I have heard there is an operation to change the color of your iris, but I think it is highly risky (like experimental). Can't you just get the contacts that change eye color? Even if you have perfect vision, you can get contacts that have no lens power, just change eye color.
No it's not. There are certain color eye plates to put in your eyes to make them a different color. But you cannot change the color forever.
