In the front of the eye, in front of the lens, there's a jelly-like substance called the "aqueous humor" (see the definition below from the web page below). The aqueous humor is one of the things that your rod and cone sensors look through to see the outside world...
Anyway, sometimes bacterium get into the aqueous humor and swim around in it, and sometimes your rods and cones pick it up if the lens is focused correctly.
Although they are annoying, they are not dangerous. The jelly-like substance perpetually drains into your bloodstream and is replenished, so eventually the bacteria will also go into your blood stream and your white blood cells will kill them.

Floaters are just cell fragments that are floating around in the vitreous humor of your eye. The reflection causes them to appear as floaters in your field of vision.

They are generally not dangerous and just about everyone has them. They only time that they are a sign of something more serious is if they rapidly increase in number and obstruct your field of vision, which is typically a sign of a retinal detachment. Otherwise, they are harmless.
